Why are some operators rushing forward with LTE while others are content to wait? One simple explanation is the distinction between CDMA and UMTS service providers: CDMA operators, with no migration path remaining on their 3G networks, are proceeding immediately to 4G, while UMTS providers, with plenty of upgrades left for their high-speed packet access (HSPA) networks. Engineers at Dell Inc. have been developing a pocket-sized device for tapping into the Internet, said people familiar with the company’s plans.

The gadget would run on Google Inc.’s Android software, these people said. Two people who saw early prototypes described the device as slightly larger than Apple Inc.’s iPod Touch, which is similar to the iPhone but does not have cellphone capabilities.

Congressman has bill ready to give FTC veto on ISP data caps

New York Representative Eric Massa, responding to his district’s outrage at Time Warner’s earlier test of usage caps, is now lining up sponsors for his Broadband Internet Fairness Act, which would give the Federal Trade Commission veto power over usage-based pricing plans.

Among the first to deploy LTE will be Verizon Wireless, MetroPCS and U.S. Cellular in the United States, DoCoMo and KDDI in Japan and TeliaSonera, Tele2 and Telenor in Europe.
